Les différentes évaluations d'une libéralisation multilatérale des marchés sucriers conduisent à des résultats divergents. Une cause possible semble venir de la modélisation de l'offre européenne. Les auteurs envisagent trois types de liens entre les productions sous et hors quotas : (i) l'existence de coûts fixes supportés par la production sous quotas, (ii) un comportement d'assurance pour faire face à d'éventuels mauvais rendements et (iii) la production de sucre C pour se créer des références en vue de réformes. La modélisation de ces trois effets conduit à l'introduction d'une subvention croisée entre les productions hors et sous quotas.
